Blocked by a tree and need to progress. Where do you get Cut in Pokémon LeafGreen — is it from a gym leader or a specific NPC event?

You get HM01 (Cut) from the captain of the S.S. Anne in Vermilion City. After entering his cabin and helping him with his seasickness, he’ll give you Cut. You’ll need the Cascade Badge to use it outside battle.
