Where do you find Flash in Pokémon FireRed?

Stuck in a dark cave and need Flash in Pokémon FireRed. Is it from an NPC, a gym reward, or hidden somewhere specific?

  You get it from the Route 2 aide once you've caught 10 Pokémon. I missed it for ages my first time, so don't skip that guy.
